spliceOptions	RebarSpliceOptions	The rebar splice options.
spliceGeometries	IList<RebarSpliceGeometry>	A list of RebarSpliceGeometry that indicates where the rebar will be spliced.
rebarIdToSplice	ElementId	Rebar id to splice.
